I was just at jury duty yesterday... In PA, they do not have to pay you-meaning, if you are at a private business... however, they cannot make you use vacation pay for it-according to PA's laws-which I read yesterday... (she should check into that)
She can write that her company will not pay her for her time and see if that will help get her out... or go and say that as that could be noted as a 'hardship'...
Yes, it's svcky, but... unfortunately, private businesses can do what they please...

Different topic, but related... my Mom's company retroactively decided not to pay some employees for the days the office was closed due to the back-to-back snow storms totaling 45"+ earlier this month. Yeah, WTF is that?! Like Lori said, private businesses can pretty much do what they want, and it blows.

Yep, I'm waiting to be told they won't pay it... I have to 'scan' my paperwork to my boss this am...
As for the snow (looking out and seeing it...) WE don't get paid for the snow days- WE have to make up our time... and I'm salaried. So, I trudged out in the snow as DH sits at home all warm... and cozy...
I know, it blows. Lorelai, I think she may take the vacation time just because she NEEDS the money. Arg.
Viva la revolution, ladies.
