Can anyone tell me a good place to go get a pair of running shoes? I want a place that will help me pick the right type of shoes b/c I get awful shin splints and I want to start a running program soon.

I only know Road Runner Sports (I know there is one in Tualatin) but if anyone knows a more local place, instead...I'd suggest that (to support the local guys!). Make sure you get fit (which it sounds like you are) and they test your gait while running...it will make a huge difference!

Most will probably cost you around that...tell them you price range, though. I did that once and got the "last year model" pair of shoes that were the same as the "current year" but a different color-saved me about $30!

I have bought shoes from Portland Running Company and Road Runners and thought both were pretty good. Portland Running Company just watches you run on the sidewalk while Road Runners has a fancy treadmill/video camera system to determine what type of shoe you need.
Just tell them your budget - each brand carries less expensive and more expensive models. I have a friend who runs in $50-$60 Asics because she just runs short distances around the neighborhood, but I wear the $90 version because I run half-marathons and need more cushion, etc. Another thing to remember is that you need to replace your shoes every 300-500 miles (not sure if that is what is causing your shin splints, but it might help!)
