When to transplant sprouts

I started some annual flowers indoors and they have sprouted and have actual leaves.  I've started the hardening off process, but am unsure of when I should transplant them to outdoor pots.  I live in Maine, so it's still chilly here at night (it snowed last night!).  If it makes a difference, here's what I've started:  nasturtium, zinnias, cosmos, pansies & impatiens.

  • nasturtiums, zinnas, impatiens & (I think) cosmos are warm weather plants.  Don't put them outside until the danger of frost has pasted.

    Pansies are cool season plants. 

    however, the packet of seeds should say (for all these plants) how many weeks after starting to transplant. And, if it's still snowing, is the ground still frozen?  You can't plant when the ground is frozen...
