Do you have anything to add to this conversation regarding the legality of blocking off access to someone's land?  I don't know real estate laws, but this just doesn't seem right.

    Sounds like the access road is on the parents' land and they can do whatever they please with the gate. Personally, I don't think it's unreasonable to ask that people not be driving in and out after 2am. Since they are all on the same land and her house is in the middle, I'm sure they can hear the cars, see the lights, etc. and I'd be annoyed too. Sounds like there are bigger issues here and that she doesn't even really want to be living there in the first place. If she can set other rules for her brother, why can't she ask that he be in by 2am so as not to irritate the entire set of in-laws? He's getting free ride, so it's the least he can do, honestly. time to grow up and be more respectfuly IMHO.
