apartment recycling: wwyd?

My small city has curbside recycling pickup and they provide nice trashcan sized bins for all residents. 

My apartment complex has a single trashcan sized bin for paper--for the entire complex of 175+ units.  I think it's emptied once a week.

The bin is always overflowing.  I asked the office if they were aware of the issue and could provide more paper bins.  They said they couldn't, but would try to get it emptied more often.  The situation didn't improve.

There is only one city recycling center open to public (because all homes have curbside pickup) and it's a 20-minute drive.  So, basically everyone in our complex is throwing away all of their paper. 

It's even against the law in my city to throw away certain recyclables, including newspaper (though not enforced).

I'm very frustrated!  What can I do to encourage the complex to provide appropriate collection containers?  It seems like they should be legally obligated to do so.  We'll be buying a home soon, but I hate to just let this go.

    This.  Let them know that you already tried talking to the apartment complex and the situation didn't improve.  Ask the city to provide more bins, and suggest that they do so for all apartment complexes as I'm sure this is not an isolated problem.  Personally I would use guilt, something like "you designed the recycling program to be used, didn't you?  You have a law saying you have to recycle right?  Well then we need more bins."  But I'm crazy like that Stick out tongue
