We had some really unseasonably warm temperatures early in the season for us here in Zone 2 and then it froze and got cold again and now it's warming up. However, my lilacs are not doing nearly as well for this time as they did last year and almost all of them have what looks like a set of blooms but they are brown and dried. Is it possible that they had begun to bud and then those buds froze and died? I'm also having a lot less growth overall this year. Should I cut off those flowers?

This. Unfortunately, you've lost your bloom for this season, but if you prune now, you should get a nice, full bloom next year.
