Need landscaping ideas...

We have some small flowering trees in our front yard, shorter than the bottom of the windows.  And then we have like 5-10ft between the trees and the sidewalk.  I'm puzzled on what to do with that area.  It's too small for a lawn (and we also want something low maintenance... no sprinklers or weekly tending needed).  I'm thinking some medium height plants right in front of the trees and then ground cover in front of that.  I love flowers and color...  Any suggestions or ideas?  I've combed trillions of photos and haven't really seen anything I love...

    Standard window height is 4' from ground. Are your trees are smaller than 4', or are your windows higher than that? What kind of trees are they? And can you post some pictures of the area?

  • Yep, they're smaller than 4'.  I guess they're miniature trees? 
  • What about ground cover roses? There are numerous varieties, so you could choose a color you love or several coordinating colors. They reach knee height or a bit lower and, since you live in CA, if you prune them pretty hard around October, they would bloom profusely beginning in late spring throughout the summer. They're also great for cutting and budding indoors.

    For groundcovers, I love Japanese Spurge, which is a lovely shade of bright green with glossy leaves, grows fast and is low maintenance. You'd need to do a bit of research on it for your area, though, since I'm not sure how well it does in warmer areas (we're in Illinois).

    In making suggestions do we have to consider water restrictions? I wasn't sure of San Francisco's laws regarding watering. Roses tend to need a fair amount in a warm climate.
