Not phlox.
Phlox flowers have 5 petals. This looks similar enough to sometimes be called "wild phlox", but it isn't. It's Dame's Rocket (Hesperis matronalis).

Doc, just looked at your blog for the first time. Thanks for the lovely photos.
Even though I am constantly in the garden photographing things, the shots aren't very scenic. They're all boring shots of bacterial bark flux, fungal fruiting bodies and deformed roots.

Yup it's Dame's Rocket an invasive plant that is part of the mustard family. If left alone it can eaisily crowd out native plants.
But on the bright side at least but cutting it you aren't letting it seed!
