What to do? Animal related

So in my new neighborhood, one of my neighbors has two small dogs, they look like Boston Terriers, but smaller, if that makes any sense. Anyhoo, the dogs are tethered in the front yard on some round knob thing. The dogs have no shade and no water. I drove home around 2pm and saw them out there, and when I left for dinner at 8:30pm, they were still out there.

It bothers me that these animals have no shade or water, but they appear healthy otherwise. Any idea what I should do about this?

It also worries me that the dogs are left unattended, because for some reason there are a LOT of pittbulls/rottweilers in my neighborhood, and I worry someone could grab the dogs as bait dogs.

I'd make an annonymous (sp?) call to Animal Control to have them at least take a look at the situation.

Is that legal in your county? My parents live in Oconee and it is okay but in Athens-Clarke it is illegal to tether dogs at all.

Is there any chance that they came inside or were let off their tether between 2 and 8:30? Or that they are off the tether in the earlier part of the afternoon and just on it when it's cooler out? 

I'd definitely keep my eye on the situation - if they are tied up all the time, it's worth getting someone involved but maybe their owner just had a busy afternoon yesterday or something and left them out longer than usual.

Dogs should really never be tethered. It's not good for the dogs and would especially pose a problem if they couldn't get away from any type of danger, whether it be another dog, car, rambunctious child, etc.  What county do you live in? The laws vary by county, so I would check that first.  Then just keep an eye out. If you think it's a problem, definitely give animal control a call. There's no reason for dogs that small to be tethered....makes me sad!

Cobb County prohibits most chaining. I'd call animal control.

Tethering/chaining an animal is illegal in Cobb County. I would call CCAC and report it. They may come out to take a look and cite the owner, but honestly CCAC is a pretty poorly run shelter, so they may never show up.

I would leave anonymous literature in their mailbox. You can get good information off the following sites:

Make sure you tell CCAC that they have no shade and no water. Those 2 things are direct violations of the clause in the County ordinance around animal cruelty.
