Bridal or Baby?
For Bridal...
You could do a "name the cocktail" game and have an ingredients list and a list of classic ocean/beach themed cocktails (Sex on the Beach, Tequila Sunrise, Sand in my Shorts). It might be a nice low-key game that people could play while eating or chatting.
I know a lot of people hate the toilet paper wedding dress game, but it's a favorite amidst my family and friends. You could beach it up by doing a toilet paper bikini/swimsuit contest -- you'd also use less TP that way.
For Baby...
Get a small inflateable pool (or cooler, even) and have rubber duckies floating in it. Mark the bottom of one or some of the ducks. Have everyone pick one -- those that are marked win a prize. One of the easiest games I can think of at a shower is to have the centerpiece where you guess how many of something are in the vase. You could fill the vase with seashells (decorative ones from a craft store) and have everyone guess the number in there.
How many people are hosting the shower? You could combine a gift for the bride (small!) with a game -- put a tray together of items you'd need for the beach (sunscreen, after sun lotion, a comb, flip-flops, a trashy magazine, etc.) Have the guests study the tray, and then have someone take it away. There are then two variations of how you can play -- first it to just have everyone try and remember what was on the tray. The person who has the most items unique from the rest of the guests wins (and remind them to be specific -- what color were those flip flops? What brand of sunscreen?). The other way is to have them have to list what the person who took the tray out of the room looked like/was wearing. Everyone is assuming it's going to be about the TRAY, so making it about the person (who needs to stay hidden for this part of the game!) makes it a little more fun/tricky. The bride then gets to keep all the items on the tray.
