Just wondering what are some good plants that are good to survive
through all weather and ground conditions?

Your question is pretty vague. Where do you need plants for? Shrubs for the front of the house? Pretty flowers near the mailbox? How much sun does this area get?
I'm guessing you're at Fort Bragg since it says army wife. Fort Bragg is zone 8, so you don't need to get through "all weather conditions," you just need plants for zone 8. Bragg's soil should be tolerated by nearly all plants - only the pickiest plants have soil issues.
