Just moved into a house that seems to have a struggling dogwood! There's quite a bit of moss on the tree and appears scrawnny...Is there a special fertilizer I can buy? THX

Usually no. Does it have borers? Mildew? Dogwoods are susceptible to lots of problems.
Lots of dogwoods are scrawny in their natural environment. With the moss, is it in complete shade? Dogwoods are understory trees, so they're really happiest with dappled shade. If your tree is getting full shade, you can open up the canopy of trees above it if possible to give it more sun.
And nope, there's no fertilizer.
