Composter "walls" full of water. WTH?

I kept wondering why our compost tumbler was so freaking heavy when I would go to spin it. I would hear water sloshing but thought it was in the bottom of the composter (even though it looked a bit dry).

DH comes in last night and declared that the structure of the composter is full of water.  How the helll did that happen?  Now DH has to drill some holes into the panels to release it, without drilling all the way through.

Hopefully, it will be lighter to spin next time.

    Why not drill through it? It shouldn't be airtight or watertight.
