A budget church basement reception, around 2 PM, tea party themed, approx 60 guests, 2 hrs long max, no DJ/dancing:
Veggies and dip platters, cheese and meat cube platters, crackers, chocolate dipped strawberries, tea cookies, cupcakes, unsweetened tea, punch, coffee, hot tea, and water.

Sounds fine.
Depending on your time of year, choc strawberries can be quite expensive and might strain the budget. I think exchanging them for some other fruit salad thing would be completely ok if your budget needed the room.
Question: is there no wedding cake? Are the cupcakes substituting for it? If not, you don't need both cake and cupcakes.

Thinking of doing cosmetic updates to a dated home? These were our costs.
If it's summertime I would consider dropping the tea and coffee, but those aren't going to be pricey, so no biggie.
Since it's a tea theme what about doing some tea sandwiches? It's not necessary, but a little cucumber little roast beef or chicken salad sandwiches might be a nicer substitute for the meat cubes.
An alternative to chocolate-covered strawberries would be to do fruit skewers. You just cut up several fruits (watermelon, cantaloupe, honeydew, strawberries, pineapple, etc), and place them in alternating colors on wooden skewers. You could then use a fruit dip (there's a post about fruit dip further down on this page), and wouldn't have to cover all those strawberries with chocolate.
I recently went to a reception similar to what you're talking about, and they had a chocolate chip cream cheese ball and they served it with graham crackers. It was so good!

I agree. Even if not "tea" sandwiches, little sandwiches might fit with the tea theme a better than the cubes/crackers. Of course, if budget allows. HTH!
