I just went outside to talk to my mom on the phone, and a brown streak went across my driveway, with a flash of green. Turns out it was a groundhog who had taken out half the leaves of my broccoli plant!

Poor broccoli! I was in the kitchen the other day and a brown streak ran by the deck door...I went to open it thinking the cat was wanting in (she likes to sit in the sun) and it was a young groundhog!
Sounds like both of us have a pretty bold groundhog!
I have the same problem. I posted a week or two ago and someone suggested cat pee. That's not an option for me, in part, because of allergies and lack of a cat.
But I bought some Liquid Fence. I didn't spray directly on my garden but all around it (or rather I had DH do the spraying). I'm also sprinkling chili powder directly in the dirt. We'll see if this works.
You could always buy a Have A Heart trap and catch it and contact animal control to see if they can rehome it elsewhere.
