Fun question!  It depends on the host and occasion a little I think. 

I have this dress and would easily wear it to a nice dinner party.

I would wear this dress if you're talking about something dressier.

To me, this is the quintessential cocktail dress:

Short, flirty, a little fancy.  Any version of this dress--different color, different neckline, slimmer skirt, embellishments, etc--in a "fancy" material like silk, satin, chiffon or organza would be appropriate cocktail attire.

Maybe my friends are low brow, but we've been having more cocktail parties with appetizers and drinks lately and many of us have been in shorts.

Where's the cocktail party?  Is it at someone's home?  For business? For a professional organization?  The setting and purpose influence my answer as to attire.

Thanks, everyone...It is at an apartment however it is a "breakfast at Tiffany's" theme, and the invite said "cocktail fabulous" for attire...

I think "cocktail party" or "cocktail attire" are very different from "party where we'll drink cocktails".  For a party at someone's house with full bar and apps, shorts and other casual dress are just fine.  For something specifically called a cocktail party (especially with the fabulous tag like the OP's) I wouldn't think anything but a dress.

That makes this ultra-dressy.  I wonder how many people have those types of dresses hanging around?  I got one on clearance at the end of last season for $30, figuring I'd find somewhere to wear it, but most people probably don't, ya know?

I agree with whoever said there's a difference between a cocktail party and drinking cocktails at someone's house.

I usually wear a LBD to cocktail parties. I have a lot of great cocktail party type dresses from Victorias Secret or Body Central. (Body Central has much cheaper options.)

Hi there!  I would check at Marshall's or TJMaxx for a "Breakfast at Tiffany's" type of dress.  They often have very dressy things for less...
