Fun question! It depends on the host and occasion a little I think.
I have this dress and would easily wear it to a nice dinner party.
I would wear this dress if you're talking about something dressier.

To me, this is the quintessential cocktail dress:
Short, flirty, a little fancy. Any version of this dress--different color, different neckline, slimmer skirt, embellishments, etc--in a "fancy" material like silk, satin, chiffon or organza would be appropriate cocktail attire.

Where's the cocktail party? Is it at someone's home? For business? For a professional organization? The setting and purpose influence my answer as to attire.

That makes this ultra-dressy. I wonder how many people have those types of dresses hanging around? I got one on clearance at the end of last season for $30, figuring I'd find somewhere to wear it, but most people probably don't, ya know?
I agree with whoever said there's a difference between a cocktail party and drinking cocktails at someone's house.
