There's a bra strap visible. That is seriously a terrible bra or maybe a shelf tank.

Yes.  Is her father still her conservator?  Maybe he can finagle his powers to get control over her hair.  Shave it all and let it grow back so it can recover.  No weaves, no extensions, no bleach for at least a year.
