So we've just moved into a newly contructed home
and our yard is terrible. We didn't pay the upgrade fee for sod so we only got seed and straw. However now since it's been so hot, the grass that was there is dead and the yard is full of rocks. I don't know what to do to get our grass as nice as the other neighbors in the subdivision. Any suggestions...

How about sod?
Either way (seed or sod), you'll need lots and lots and lots of water, forever. Get used to it.
To save money and labor, make the lawn as small as possible, and confine it only to areas where you need grass. Everything else should be great big beds, planted full of trees, shrubs, and flowers, with a nice layer of organic mulch.
It took us 2 summers of decent seeding and watering to get a healthy-looking lawn going after construction. If you don't want to put that much time into it, I'd reconsider sod.
this... you'll probably need to bring in good soil too... I know in my area that builders basically take all the good soil when they do site prep. My HOA requires the builders put in landscaping though....
