there is one at saltzman and cornell (baby & me) that has a good rep (W pdx). Piccolina in SW (off of clinton) has a good reputation too. I've been to both a few times and have liked them better than others but am still disappointed at how expensive the clothes are.
I've had better luck at the Pass it on sales which happen in the spring and fall. It's a bit of a drive to the hillsboro one but I think they have one on the east side too.
