Bill draft finalized tomorrow

Does that mean it would be voted/signed into law tomorrow?

McCain should have known that this thing was a few hours away from being put to bed.

This will make the bipartisan meeting with Bush look meaningful won't it? McCain timed this perfectly IMO. He calls for more work to be done and thereby shows himself to be a leader, appearing all above the fray in the process. Then he calls for a postponement of a debate he's expected to win, which makes adds legitimacy to his call. Then the bill gets done right after which makes it look like a result of his plan. I think it was a pretty good maneuver.?
He is going to take a hit for canceling a debate and attempting to sideline the VP debate for no real reason. I don't think McCain made this big to-do today about canceling the debate knowing that it would occur as scheduled or else he wouldn't have worked to get the VP date changed.
I say it's a loss in his column. Of course I'm going to see it one way and you will see it another.
