Probably not the best board for traffic, but I'm hoping that one of you may be able to connect us to the right person locally.
My husband is finishing his last few months of pharmacy school. A week ago, one of his classmates and fraternity brothers was killed in a car accident in L.A. She was driving through an intersection where an elderly woman had lost control and run a red light. The woman hit her car and threw her car into a pedestrian who died on scene. DH's friend died later at the hospital. I can't even begin to tell you what an amazing spirit she was and how tragic this loss is.
Her family and friends want to form a foundation and would like to go about changing the rules regarding license renewals for elderly and maybe all drivers. They want them to be better screened to see if they're still competent and capable instead of getting a renewal by mail, etc. Unfortunately they have no idea where to start and are looking for ideas for the foundation and how to accomplish something good from this horrible event. If you have any ideas on how to get started or know someone who can help, they/we would greatly appreciate it. TIA!

I don't know easy it would be to change the current law because it makes sense. Citizens over 70 have to renew in person and are given a vision, written and driving test.
Sorry to hear about your husband's friend though, such a sad situation.

The best thing to do is to try and find a pro-bono lawyer who specializes in legislation. But like Que_Syrah said, the current law does require them to go in for their license renewal.
