disinfecting?

Please excuse an amateur here 
I'm really trying to use EF cleaning supplies. For the most part, I use a spray bottle w/ vinegar and water, but I can't help but wonder if that disinfects? Yes, I googled, and some sites say yes, some say no. So what is it?!
What do you use to clean up, say, raw chicken juice from your kitchen counter?

Depending on what I'm doing, I wash with a hot, soapy cloth or use straight vinegar. I figure we wash knives and cutting boards that touched raw meat with just soap and water so why isn't that enough for counters?
