Here is her bday party invite list: 40 adults, her (2), 1 4 year old, 2 6 month olds, 1 10 year old. Do I have "kid" crap like games or party hats? I have favors (cookies). The party is at 2 pm. Do I have to have anything besides pop, water, and cupcakes? Do you want ice cream wth your cupcake or just a cupcake? Do I need to have snack things too? I hate planning this crap.

i think at the least you're going to need some chips and salsa or pretzels....maybe carrots and celery for people to munch. people get fussy if they aren't fed!
ice cream is a pain in the butt for that many people...i wouldnt worry about it.
i think pop, water, cupcakes, favors, and then some munchies are fine. no games. no hats. just let people mingle and then they'll want to watch her open her gifts.
cute idea...but i doubt people will notice/care.
with it being 2pm, i'm not sure pizza is necessary. people will prob have already eaten lunch but might just want a snack. don't stress yourself by making mini pizzas...just do the things you have listed above (chips/pretezels/veg, etc)
I'd skip the games, sounds like most of the kids are too young to really commit to playing a game w/o heavy adult supervision/support.
I wouldn't worry about ice cream, but might be nice to have a warm beverage option too. Def not a 'must do', just a nice to have if you have time.
I'd do tea-- sort of like a tea-party theme w/ the cupcakes. I don't think that would require massive decorations, but again if you have time, you could pick up a couple of those paper lace-looking doilys and put them on serving trays w/ tea fixings (some sliced up lemon wedges in white bowl, some sugar cubes or rock candy sticks would be cute) and cupcakes to make it look a bit teaparty theme. Maybe also include tray of strawberries with whipped cream-- goes nicely w/ the tea if you don't want a cupcake (perish the thought
), or could be added to the cupcake instead of icecream. And maybe add sparkling cider as a beverage option too (sort of like a mock champagne/prosecco)?
Ok, I'll stop. Totally don't think the tea-party thing is necessary, but if you wanted it to look a little bit theme-y w/o having to buy junk you're just going to have to toss, I think it could be kind of fun.
