On 2/25 you see a job application, which says to that applications are due by 2/28. Unfortunately, you have a crazy busy weekend and aren't able to submit the application until 2/28. You double-check before submitting and the application itself says that applications will be accepted no later than 2/28.
Would you expect to receive an email back saying that they have already sorted applications and selected candidates on 2/28?
I feel like replying, "My apologies. I understood that applications were being accepted through today. Please keep me in mind for additional positions. Thank you." (It's a new construction hotel and the application was for a management position so there will be front desk positions opening later.)
Was I wrong in my assumption that I should have had 2/28 to turn in the application?

I think your response is fine, and I would ask if you should re-apply for future openings (some companies will only consider your application for the specific position you applied for).
I don't think this is uncommon, to start making decisions before the posting comes down - I think they should consider your application, but honestly, if they received a ton of resumes, they may have decided to go ahead and run with what they had. I've pulled postings early before because we were overwhelmed with response, or because we found someone internal/through a recruiter/etc. and didn't need to continue the search.

If they had pulled the ad, it may have bothered me less. I spoke with her on the night of the 25th and she said that they were still accepting applications and would be glad to have someone with experience apply.
It's a small rural community that hasn't had a hotel for 2-3 decades so I can't imagine that there were that many qualified applicants. They didn't even run a local ad until the 21st or 22nd.
I guess I'm just upset by it because well, it would have been a decent job to have.
Was the email a "canned" email or did you get the sense that someone actually took the time to type it out and send it to you?
personally, i would call or email and ask more questions. (including what future opportunities there may be) i would also attach your resume to the email you send and outline/highlight a couple of major qualifications that make you stand out.

(then list out a couple more things that you do/have done that qualify you - ie. "my attention to detail has led to cost savings opportunities for my current employer and my abilities to coach and manage other employees has increased staff morale, reducing attrition)
i would very much appreciate your consideration for (position title) or future positions as they may arise.

it can't hurt (in my opinion) especially if someone actually told you that you could submit your app until that day. yes, you should always submit early, but stuff happens, so it's worth a shot.
