My 21st birthday is next month! I don't have a lot of money to spend,
but I would love to so something fun and memorable. Any ideas other than the typical get wasted?

Are you thinking co-ed? Family? Friends?
If you're thinking of having people over, I'd do a "happy hour" theme with a signature cocktail (so you just have to buy alcohol for the one drink) and appetizers.
If you want to go out, maybe search for a "theme" bar or club (country line-dancing, drag performance, improv/comedy) where people could order drinks but there would still be entertainment.
If you're thinking just girlfriends, you could have them over for or go out to a champagne brunch and then go for mani/pedis, to a movie, or shopping. Pick places you don't normally go (vintage stores, a boarwalk/cute old-towny type area, etc.).

You could also throw a party at your place and have it themed with whatever you want. You could do the get wasted thing, but just have it themed so it's not just the typical come over and let's drink a lot of beer. Download a bunch of songs and make everyone get dressed up in cocktail attire and pretend you're at a dance club. You could do an 80s prom or in college we used to have anything but clothes parties, where you get dressed up in anything but clothes. Or you could go the complete opposite and have something little kid themed. Go to Party City and get princess stuff or have everyone come in their PJs and have it sleepover themed.
