Dumb Mulch Question

We recently moved into a rental home that has a large lanscaped area with bushes and such in front of the house (new for us).  It has this pine needle/wood chip mixture in place of mulch...or maybe that is mulch around here (we moved from the northeast to NC and we've never seen it before).  A lot of homes in our neighborhood have it as well.

My question is, due to the fall and winter, there are leaves and debris in it.  Are we supposed to remove all of it and buy new pine needle/wood chip mulch to put down?  Removing the leaves and debris alone seems impossible...it's all mixed together.  Is this a product that can be bought or do I have to mix it myself?  Advice please!

FYI:  Our LL's had a landscaper do theirs last year so have no clue about anything.

  • That is mulch.

    You should re-mulch every 12-18 months-ish, but you just lay new mulch down over the old. You don't need to pick up anything that's fallen on top of it.

  • Just put new mulch over it. It will all eventually break down and help to enrich your soil.
