I know those of you in the NY area probably know this already, but they're in the process of building the memorial right now.
My uncle, a welder by trade, was hired to do the welding work on the fountains, which are located in the footprints of Tower 1 and Tower 2. The memorial is set to be debuted this year on Sept. 11 as part of the 10 year anniversary.

It's my understanding that it's been planned/timed out this way. Feel free (anyone) to correct me. I first went to NYC in 2005 and Ground Zero was gated off but they had pictures/signage about the tribute.
