After planting herbs, how much to water?
is there anything else that's needed besides water. I read something about fertilizer but not sure if that's needed. Also a soil question - once planted, do you need to put soil around or is that only a 1 time thing in the beginning?

a general rule is 1" of water/week. it might be good for you to get a rain gauge to help you determined if it's rained that much. note: some plants need more & some need less, but this is about average.
fertilizer does help performance but more is not better. I generally just spread compost around. if you feel compelled to use other fertilizer, be sure to follow the instructions on the package.
you do not need to add more soil once you've planted something. you may need to add more mulch, though (if in ground)
