PUPDATE!
My mom's puppy came HOME today! 
I haven't gotten to talk to her on the phone today, so not sure what the next steps are, but the immediate next move is for him to be cuddled to death, I'm sure. He has a little splint on his ankle to keep him from too much bending which might stress his wounds, and he has to wear a Tshirt to keep him from scratching the graft host site on his belly. And of course he has to wear the cone.
Poor beast. At least he's home! And my dad rigged both of the dogs' kennels together somehow, so that he can have more room to turn around when he has to be crated (he was having issues turning round in the kennel with his cone on before).
