Hanging basket brackets...and cat-friendly plants

I'm completely new to gardening and have a few questions.  We live in a condo with a fairly small balcony as our only outdoor space.  On a whim I bought a hanging basket...but didn't think about the fact that there was no hook to hang it from!  It appears that a few other people do have hanging baskets but I can't see how they've attached them.  The balcony has a metal frame but I am really hesitant to do something permanent.  Has anyone used a clamp type hook to hang baskets and could recommend the brand?  I've checked several sites and haven't seen a lot that doesn't seem permanent. If it helps, the railings are less than an inch thick. 
Second question is for an indoor planter.  Its roughly 1' deep and the opening is maybe 1' in diameter.  Its near the window but is at an angle so it gets barely any sun.  I'm looking for ideas of plants that grow well indoors but are also non-toxic to cats.  I'd prefer something taller (there is nothing else in that corner) but I also think flowers would be nice...and I realize the depth of the planter might limit how tall the plant can grow.

  • Mint is non-toxic to cats, but I must warn you. It has a similar effect on them as catnip. They like to eat it and make sweet love to it.
