PIP: Do my tomatoes have mold?

Sorry, I can't resize the photo. I'm new at gardening, so I'm not sure if the white spots are calcium deposits from the hard water I'm using or if it's indeed mold or fungus?
On another note, my tomato plants are not producing tomatoes. What can I do?

If anything, it could be a fungus, like powdery mildew. however, i've not seen powdery mildew be such perfect circles.
It could be an insect sucking fluids out of the leaves. Have you looked on the underside?
Plants that grow tall without flowering usually have been given too much nitrogen. If you're using Miracle Gro (or something like it), stop.
The spots/fungus is on a few leaves, not all. I'll look up more about it.
I've checked under the leaves, no insects.
You're most likely right about the nitrogen. My DH put miracle Grow on the plants. I asked him not to, but too late.
