I guessed staple. I would definitely say staple trumps paper clip. Not sure how post-it fits into there, but I'm guessing it's less green than a staple.
ETA: Actually, now that I think about it paper clip would be most green, because it's easily reuseable. hmmmm If you're mailing it to someone, you can count on that though.
See that is why I think paperclips are the best means of attaching papers for mailing. You can never guarantee someone will reuse, but I always do, so I figure there's a chance they will too.
I cannot fathom why someone would send documents with a post it note folded over to connect them, because it doesn't work at all. And then I have to redo things so they're in the correct format for our normal office.

The only reason I chose "post-it" is because how easy it is to recycle. People can just toss them into their office's big paper recycle bin where-as a paperclip you would have to collect to recycle. Although a paperclip can be used again, I have seen people just toss them out b/c they just have too big of a pile of them and not enough of a need.
