Ikea's are too modern (just checked them online), I am looking for the florist grade vases. Does Arne's carry them?

Have you tried one of the Goodwill-type stores? I can't tell you how many vases we have given away after clearing out 3 houses. I'm sure they have a wonderful old-lady selection, but there may be some good finds there.
I've had gook luck at Target but they are a little pricier. (if you are buying a lot) I've gone to Arne's for this in the past, and I haven't really cared for the quality. I'm not sure if they would make the cut for "florist grade" vases.

well, i don't know what you're using them for... so i don't know if it would be fraud.
you just have to have the tax id to buy wholesale. if you then paid taxes on the stuff (via some other govt channel), is that still fraudulent?

Yes, because when you are selling an arrangement in the vase, you're charging sales tax on the product. It would be no different than buying wholesale and then marking it up and selling it in your own store.
