I wasn't the OP, but was in the same situation - DD really wanted to go get one with me.
We tried to go to scooops in the MOA (a placed designed specifically for kids) and they refused to give DD a pedicure because she was too young.
Poor girl bawled her eyes out - not out of a tantrum for not getting her way, just out of disappointment. It broke my heart. (my fault since their website says their services start at 4 - I just couldn't imagine them refusing to take us if I was willing to pay for it)
We wanted to do the "mommy and me" package, so it wasn't like I was just expecting to send her off.
I was seriously just as bummed as DD (though I refrained from crying). The girl we talked to was pretty rude too - she tried telling me that she knew my DD's behavior better than I did.

aww. That sucks. Have you tried anyone else yet? I'd just call ahead first to make sure they'll let her. Do you know anyone that works in a salon that could do it for you?
