It's just a Constitutional issue. The Feds don't have authority in that area. They only can make laws in areas that the Constitution grants them. This would probably be left to the individual states.
Eh, I don't think it is necessarily a waste.
I think the fact that she didn't report her missing in a "timely fashion" and she is walking for that is insane. It sets a precedent that you can not know/care where your kid is for a month and it's a-okay. I'd rather have some sort of law requiring a report within X amount of days rather than "Well, CA did it, why can't I?" And you know there are bat *** crazy people who will do that. Maybe not a lot, but enough.

Still, I don't know that a law like this would really even have made a difference with Casey since Caylee was never really missing. She just never told anyone she was dead.
She -was- missing, just no one knew it. IMO.
