I'd make some serious pay cuts to politicians' salaries and use part of the savings to pay the CFOs from the top 5 companies on the Fortune list to come in and balance the country's budget.

Change the whole tax system. Every person would pay a flat rate for Federal and State. This way Joe Schmoe flipping burgers at BK pays the same percent as Bill Gates. There is no complaining about how the rich have all these breaks.
Also find a way to work with the large companies and eliminate the tax breaks (GE paid no taxes last year because of tax breaks) so that they don't move their business out of the US because it would be cheaper for them to move all the jobs to Sweden or something and now thousands of US citizens are unemployed.
This would be my starting place too. There is a lot more I would change, but this is definitely the place I would start. I'd also make it illegal for states to ban gay marriage, or gay couples from adopting.
The next big change would be to the education system. It needs a complete overhaul, I don't know where to begin, but we we've got right now, is not working. We are too focused on the tests and not focused enough on problem solving and critical thinking. Kids today seem to only care what the answer is, not how to get there.
