Why are there weeds in the mulch?

Admittedly, DH and I are beginners at gardening/ landscaping, so bear with me on this.

Last year when we bought our house, landscapers came and put down black paper and mulch in front of our foundation between our shrubs.  This year, DH bought new mulch to put over the old and "freshened up" the look.  Now we have weeds growing.

Why did this happen?

    Because weed seeds are tiny enough to blow through the air, and land where ever the wind takes them. Right now there are hundreds, or thousands of them, lying on top of your mulch, waiting until conditions are favorable to germinate.

  • Because mulch doesn't prevent weeds. It just keeps them manageable.

  • Weeds can grow in almost no soil - they can grow in the cracks of a sidewalk for cripes sake. Only way to get rid of weeds is to weed.
