During my yearly performance appraisal I discuss the desire for a more senior role in my deparment. I am assistant director and want to be associate director (there are no associate directors at this time). In March (during the performance appraisal) my boss come back saying that they are working on restructuring and plan to set clear goals for such an opportunity.
Well, 2 weeks ago they announced the restructure for another team. My boss informed me that they are going to begin restructuring our team in the fall so an associate position would be considered; yet, they had not even started officially thinking about anything.
SO, is it to bold to put together a proposal that I want to be associate director and how I would manage such responsibilities, etc?

I'm confused by this. The position isn't even open. How can she just take on the responsibilities if the job isn't even available? IMO that opens the OP up to not being compensated for a higher ranking position.

Be very very careful with this. I was in a position a few years ago where I was told over and over and over I would be promoted, but in the meantime just to do the job. I was in a Manager position, the position I was working toward was a Director position and my boss consistently told me that they would do the promotion when official reviews came around. Instead, they ended up hiring a Vice President and not promoting me, but yup, definitely kept all the extra responsibility.
I left and went to a wonderful new job only a few months later. But be careful responsibility does not equal raise.
