Old ladies are cute.
BF's grandmother wants to send stuff overseas to troops who don't get much mail. He thinks it's dorky. It kind of is, but in a good-hearted way.
What group or website can I refer her to?

I know there are several groups that do this. I can't remember the specifics of any at the moment. You could google it I'm sure.
MIL and I help with a local organization in my hometown which does care packags for the troops from our hometown. I'm sure your BF's grandmother might have something similar in her town.
Ha!! That is so cute. My mother and her little church ladies are doing the same thing. She asks me to ask my H what he thinks they would like. They are cute!
