Recap: When the electronic authorization (ESTA) for visa-waiver countries was first introduced, he had just gotten a US work visa for a one-month assignment in Boston. The company suggested that everyone fill out the ESTA so that it would already be dealt with whenever business travel came up, so he did. And for the question, "Do you plan to work in the US?" he answered "Yes" since he had a work visa and was planning to work in Boston. This black-marked his record, and whenever he goes through US immigration, he has to go to the back room and explain it. Now, he's planning a trip to the US for fun with his girlfriend, and his new ESTA application got denied, because of the old issue. He filed to have it reviewed, but that takes a minimum of 6 weeks, which means he needs a tourist visa (even though he's Norwegian). And the earliest appointment he could get at the Oslo embassy is a month away.
So... After exhausting every resource he could think of to get an emergency visa appointment at the embassy, he started looking into how much it would cost to change his plane tickets. It's pretty expensive, and for less money, he could fly somewhere else in Europe, so he started contacting other US embassies. Iceland had appointments, but refused to do the visa application for a non-resident.
In the end, he ended up flying to Tallinn, and applying for his visa at the US embassy there! It was approved, and he will be able to pick it up tomorrow and then fly back in the afternoon.
What a mess! But I'm so happy for him that he was able to get it to work out!
