party decor (balloon) question

I feel dumb right now, but help.

See this pic:

I want to do this for Gabby's party.  What is weighing the balloons down?  I mean I get that they aren't inflated with helium, but how would you keep the balloons weighted down?  A little water, maybe?

My friends did this for my party. She didn't have to weigh them down at all. Just tied the ribbon around the balloon knot and taped out to the ceiling. Why do you think it needs to be weighed down?

I don't know, they just look like they are weighted... Not to mention we will have fans and the a/c going like crazy to keep the house as cool as possible - which will be hard in August in NOLA with 40+ people inside.  ack!  I guess I should just try one or two tomorrow and see how they look.  Just seemed like with regular air, they would be too light and move around a lot.

I don't think they are weighed down at all.  If you add weight to them how are you going to secure them to your ceiling? I would think if they are weighted tape isn't going to hold them to the ceiling.

I don't think they're weighted either, but if you're turning on the fans you may have issues. Maybe no fans in that room?

It's a really cute idea. I would think you'd have problems with the ceiling fans though. Unless you kept the balloons more towards the walls and corners.
