How soon can you negotiate interest rates?
I really want to knock down the interest rates on our two vehicle loans (18% & 14.25%

Are you going to refinance with the same credit union?
From my experience from 2 previous refinances they will only offer a better interest rate if your credit score has improved. And sometimes it's only if it's a significant amount.
They will likely also offer you an extended loan so that you still pay the current rate but it just takes more time to do so.
