Has anyone built a dam in their yard?
Neighbor's yard is higher than ours and due to poor drainage, they get a lake when we have heavy rains and then we get a river from their "lake" flowing into our backyard. We tried building up the area with some clay soil but that broke through.
Any other suggestions?

I don't see how a dam would help. IMO it sounds like they need to regrade or you can dig some sort of swale that will take the water away from both homes.

You might want to talk to a landscaper - or a few landscapers to see what they recommend. Most give free consultation and if it's easy enough, maybe you and your neighbor could work on the project together to effectively re-direct this water and save some dough? Or go halvsies with you.
Your neighbors might be required to do something too. We live in the country and the county told us that one person can not direct water off their property to drain directly onto another person's property.
