Strange color - Japanese Maple Bloodgood

We planted a Japanese Maple Bloodgood 3 years ago in the fall.  It was beautiful, bright red - a real show stopper!

 Since then, the tree has grown substantially, but the leaves have never been that same color in the fall.  Through the summer they are a deep purple, and then they eventually just fall off.

 This year we are also experiencing some sort of a bug problem as well.  The bark on the trunk looks strange (grayish?) and the leaves are being eaten.  How can I get this little tree back on track?  Does the color of the leaves have to do with the pH of our soil?   Any help is much appreciated.
