My current position, and the one before it, were EXACTLY the same. Same duties, description, everything. It's the same job title, just a different state agency. Is it bad to use the same description for both on my resume? What should I do and how should I list them?

Yeah, this. Or find a way to word the duties differently. Don't just put the exact same thing. Even though it was the exact same job, it'll come across as lazy and careless.

I am in a similar boat, last 2 jobs were the same title and same duties. I agree with PP's advice, and also wanted to add that to differentiate the two jobs, focus your resume more on your accomplishments vs. just listing the duties/responsibilities.
Even though the tasks were the same, did you achieve more success at one vs. the other- and why? If you used different skill sets to achieve the results, highlight those. Also were the agencies different sizes? One client base larger than the other? If so you could highlight that.
