I live in a tiny apt and am unable to compost. My local recycling place doesn't take shredded paper. I recently went through all my old bank statements and such and have a full shredder bin, what can I do with it?

My sister uses shredded paper as litter for one of her cats. The cat has trouble with urinating and constantly is getting infections ( complications from getting hit by a car before she had him). anyway, she can't use regular litter for him. If you didn't want to use it that way, maybe a shelter would accept it? just a thought.
i've also uses some to refill my dogs toys after she's gotten some of the stuffing out of them. i just throw it in there and sew it back up.
