How to get in contact with recruiters/head hunters?
I've been at my current company for 9 years and I feel as though I'm ready to make a change to another company. I am primarily looking for project management work (this is what I do today) but don't feel my current company has the growth I want to achieve.
I feel so helpless submitting/updating resumes on Monster and Career Builder. I really don't know where/how to look (I got this job right out fo college).
I just have no idea where to find a recruiter (or look for other job opportunities)....

There are likely headhunting companies in your area. Honestly, they've cold called me more than I've looked for them.
Try looking for a job in project management before going right to a recruiter. I've had better luck with going to companies myself (looking up local companies' websites) and networking than headhunters anyway.

I'm a PM and I got my job by applying through the "Careers" section of my company's website. I made a list of interesting companies, went on the "Careers" section of their websites and applied to appropriate positions. I had many good interviews with several companies before landing my job.
I'd also join LinkedIn and post a profile there. They also have job postings and you may connect with someone who you can network with such as people you used to work with that have moved elsewhere.
Personally, I'd advise against using a recruiter, but that's my opinion.
