The perfect gift for a Crafter?
My MIL is a HUGE crafter and I swear she has everything under the sun for crafting. I wanted to get her a crafting-type gift for Christmas, but didn't know where to begin.
She does a lot of quilting and does a lot of paper crafts. She has a cricut and all of the rotary cutters/mats you can think of.
So where do I begin?
Re: The perfect gift for a Crafter?
Gift card to my favorite craft store or a cute t-shirt or sweatshirt with something about my hobby on the front. They have them on cafepress and twochicksdesigns.

Kind of hard to make suggestions when you say she has every crafting tool out there
Maybe you could buy her a couple of yards of pretty fabric to go with the gift card?
Maybe some kind of organizer? If she sews, Nancy's Notions has some neat gadgets...
I agree. Maybe some paper stacks...but then again that's a little hard if you don't know if she has the ones you plan on buying. My face paper crafting tool at the moment is the Epiphany Crafts Shape Studio. I don't know many crafters that have them yet.

She is a quilter - does she have one of these?

Both are useful (especially together) for making your own bias tape/binding.
How about a manual fabric diecutter if her quilts involve a lot of strips/small pieces? There are several options - Accuquilt/Accucut and Sizzix are a few brands and they come in different sizes. If she does more applique though, the Cricut probably suits her needs fine. How about cartridges for the Cricut?
