Do the falls freeze? No. But, the lake that the falls flow into can freeze. But, the speed of the water from the falls prevent freezing of the falls. The water goes under the ice that *may* be in the lake.
But, the "season" for Niagra Fall ends in Oct. So, you would not be able to go into the tunnels, and would not be able to go on the Maid of the Mist.

I don't think the falls freeze all the way, but they do form tons of ice. There is a special boat that goes up and down the river to break the ice.
Your best bet is to go in the summer. The US and Canada both divert some water from going over the falls for use in the hydroelectric plants. They divert less during the summer and more during the winter.
