How to stop small dog from marking?

We are fostering two small dogs right now.  The male has been marking in the house.   We take them out a lot, so most of the time, nothing is even coming out but it is still frustrating.  I have read tips online to stop and shake a can with change in it but when I use it he freaks out, runs and hides, shaking.  I think he may have been treated badly in his last home for him to be so sensitive to loud noises.   I have been putting him in his crate when I cant watch him too, but if his sister is not in the crate with him, he gets scared and shakes too.   I hate to keep them both crated so much.   Any tips?   Thanks!

I also have two smaller dogs of my own, neither of whom have ever marked inside this house and rarely have any accidents, but I realize he might be trying to cover their scent too.

    This works for our dogs (they don't mark in the house, but for staying off the furniture).

  • Get a belly band.  It usually stops them from marking but if they do mark it minimizes the mess (you can put a disposable panty liner in it to cut back on washing). 

    Make sure you're cleaning the spots with a good enzyme cleaner.

    This. I have a 16 year old dog that has always marked...and I adopted him nearly 10 years ago and he was neutered. I have to keep a close eye on him or he will mark the second I am not looking and he is wandering. The belly bands are great (and cheap too, I bought mine off Amazon) and help at minimizing the mess. At night our 'marker' is crated so we don't find surprises in the morning!
